Central Vietnam's launching ceremony on propagating "World Malaria Day 25 April 2011" in Chu Se district (Gia Lai province)

Under the guidance of the Ministry of Health (MoH) and the National Malaria Control Programme (NMCP), on 24 April 2011, the Institute of Malariology, Parasitology and Entomology Quy Nhon (IMPE Quy Nhon) in coordination with the Provincial Health Department of Gia Lai held the launching ceremony o­n propagating "World Malaria Day 25 April" of the Central Vietnam in Kpaklong Park - Chu Se district, Gia Lai province.

Attending the ceremony were representatives of the provincial people's committee and other sectors and bodies in Dak Lak province, leaderships from the district people's committee and other sectors and bodies in Chu Se district, leaderships and staff of the Department of Preventive Medicine (MoH), representatives of Military Health Department (Ministry of Defence), leaderships and staff of the IMPE Quy Nhon, leaders from health departments and provincial malaria centres/centres for preventive medicine of Gia Lai, Kon Tum, Dak Nong and Phu Yen, heads of the 15th Army Medical Corps, 3rd Army Corps, Border Army Medical Station, leaderships of health centres from 17 districts/towns of Gia Lai province, central and local mass media (Central television, Gia Lai province Radio and TV, Gia Lai province Newspaper of Dak Lak province, and local news agencies) and almost 1,000 representatives of social strata and ethnic minorities of Chu Se district, etc.

The launching ceremony included two parts: meeting and march. After the special welcoming music, the delegates listened the opening speech in honour of the ceremonymade by the chairman of the People's Committee of Chu Se district. The programme was followed by the speeches from Dr. Phan Trong Lan, Deputy Head of Department of Preventive Medicine (MoH) about meaning and purposes of the World Malaria Day and malaria control direction, from Assoc.Prof. Dr. Trieu Nguyen Trung-Director of IMPE Quy Nhon o­n launching the propagating ceremony o­n the World Malaria Day, from Dr. Phung Xuan Quynh - Director of Provincial Health Department of Gia Lai o­n launching the malaria control campaign in 2011 in Gia Lai province, from Col. Dr. Nguyen Hoai Nam, Vice Head of Army Medical Department (Ministry of Defence) on responding the World Malaria Day. Finally, the leader of Chu Se District Health Centre (CHC), o­n behalf of CHCs in Gia Lai province, made the commitment o­n carrying out effectively malaria control activities at locality.

The purpose and meaning of World Malaria Day Theme2011

            Since 2008, according to the initiative of the World Health Organization (WHO), the annual launching ceremony o­n propagating "World Malaria Day 25 April" has been organized concurrently in malaria-endemic countries with different themes. The theme of the World Malaria Day 2011 is "Achieving Progress and Impact". This fourth World Malaria Day has important significance because the transitional year 2011 marks the international community's renewed efforts to make progress towards zero malaria deaths by 2015. In keeping with this consolidated effort by the global malaria community to highlight the reported successes and the remaining challenges in malaria control today, and to maximize the impact of substantial investments for this preventable and treatable disease, RBM Partners, including Vietnam are encouraged to adopt and promulgate this theme in their respective advocacy activities, and to combine it with slogans which reflect the many areas of progress as well as the continuing challenges that still confront malaria endemic countries.

Malaria control achievement in Vietnam in the past 5 years (2006-2010)

The malaria control achievements in Vietnam during the past 5 years (2006-2010) have have been completely conformable with the theme of the World Malaria Day 25 April 2011. With the targets of further rolling back malaria, largely concentrating o­n highly-endemic malaria areas and populations at high risk (mobilised groups) and developing sustainable factors to prevent malaria return, the National Malaria Control Project has achieved good results.

In comparison with the country malaria indexes in 2006, those in 2010 showed a significant reduction: malaria mortality rate decreased by 48%, malaria morbidity declined by 60%, no major outbreaks of malaria occurred; many provinces have developed and maintained sustainable elements, stabilized malaria situation in the five consecutive years.

 
 
Compared with 2006, the malaria indices of Central Vietnam in 2010 also reduced: malaria patients by
44.46%, severe and complicated malaria cases by 43.23%, malaria mortality by 68%, malaria parasites by 25.97%, no malaria outbreaks occured in this period (2006-2010), especially malaria decrease in the West Highlands(Gia Lai province) was quicker than in the Coastal Central.

The numbers of confirmed malaria cases/malaria deaths in Vietnam as compared with the nine countries in the Western Pacific in 2008 are 60,547/25, which is lower than those in Papua New Guinea (1,474,117/628), Islands Solomon (612,881/21), Vanuatu (237,343/1), Cambodia (46,637/209), but higher than China (16,650/23), Lao PDR (19,676/13), Malaysia (9,215/29) and the Philippines (23,998/0). Basing o­n the results of malaria control, the countries of China, Malaysia and the Philippines began implementing the malaria elimination strategy from 2010, while Vietnam carries out the two parallel strategies from 2011: malaria control in highly-endemic malaria areas and malaria elimination in low or non endemic malaria areas.

Challenges and solutions associated with the theme of World Malaria Day 25 April

Despite lots encouraging results have been achieved, there still remains high risk of malaria, especially in Central Vietnam with the annual malaria morbidity of nearly 50%, malaria mortallity of over 80% compared to the whole country and malaria outbreaks could occur at anytime; the direction of malaria control has met lots of difficulties due to not able to control cases of non-protective subjects such as free migrants, people going to and staying overnight in the forest for cultivation, or crossing boders, etc.
 
 

According to the results of malaria epidemiological stratification for intervention in 2010, malaria-endemic areas were reduced considerably in comparision with 2003; at present there are nearly 15,5 million people living in areas with malaria endemicity, accounting for 18% of the country's poplulation. The hyper-endemic areas are mainly in West Highlands, Coastal Central, Eastern South Vietnam, former Region IV, and several northern mountainous provinces.

Gia Lai is a provinceof Central Vietnam and it has complex malaria particularity, especially in deep-lying and remote areas with ethnic minorities. Although malaria indicators (malaria patients, malaria parasites, severe and complicated malaria cases and malaria deaths) in Gia Lai provinceas well as other provinces of West Highlands reduced in recent years, they haven't showed astable decrease because grassroots medical networks (in district, commune and village) havenot given early detection and treatment early to malaria patients and the people havenot been aware of self-protection yet when living in or going into malaria-endemic areas.

 
 
Responding the theme of World Malaria Day 25 April 2011,
the provinces of Central Vietnam strive for rolling back malaria in highly-endemic areas and developing sustainable factors so as to prevent malaria recrudescence and come to malaria elimination in accordance with the WHO's goals. To over-fulfill assigned malaria norms such as reducing malaria morbidity, malaria mortality and no malaria outbreaks in the province. To over-fulfill norms of used insecticides in both quantity and quality, to ensure that antimalarial drugs are provided free of charge for people living in malaria-endemic areas. To improve the quality of technical measures of malaria control in severely-hit areas for timely preventing risk of malaria outbreaks. To strengthen the close coordination between army-civil medical committees, sectors and social in the fight against malaria. To enhance the communication, education and socialization of malaria control for the community to help raise the understanding of malaria and its ill effects o­n human health.

Believing that from this launching ceremony, Gia Lai province and other provinces of Central Vietnam continue to effectively implement the objectives of malaria control set forth, actively contributing in the protection, care and improve the people's health in 2011.
