Central Vietnam's launching ceremony on propagating "World Malaria Day 25 April" in Buon Don district (Dak Lak province)

On April 24th, 2009, in Buon Don district (Dak Lak province), the launching ceremony o­n propagating "World Malaria Day 25 April" of the Central Vietnam was formally organized with the attendance of about 600 representatives from central and provincial bodies, other sectors and social classes.


           The launching ceremony, held at the culture house of Buon Don district, was divided into two parts: meeting and march. Attending and making speeches at the ceremony were Ms. Mai Hoa-Niek Dam - Deputy Chairman of Dak Lak provincial people's committee; Mr. Vo Van Tam- Chairman of Buon Don district people's committee; Dr. Nguyen Huy Nga-Head of Viet Nam Administration of Preventive Medicine & Environmental Health, Dr. Nicole Michelle Smith-WHO office in Viet Nam, Dr. Nguyen Phi Tien-Director of Dak Lak Provincial Health Department; Dr. Trieu Nguyen Trung- Director of IMPE Quy Nhon. Representatives from central bodies consisted of Journal of Practical Medicine (Ministry of Health), Financial and Planning Department, Medical Department of Tay Nguyen University, Institute of Malarialogy Parasitology and Entomology Quy Nhon and Military Health Department (MoH). Provincial bodies' reprensentatives composed of leaderships from provincial people's committee and other sectors and bodies in Dak Lak province, leaderships from Health Departments and provincial malaria centres of Dak Lak, Dak Nong, Gia Lai, Kon Tum and Quang Binh, leaderships from Dak Lak provincial general hospital, medical department, medical vocational school, health education and communication centre of Dak Lak province, and army medical units stationed in West Highlands area; representatives of social classes in Buon Don district (chairmen of communal people's committees, village patriarchs, hamlet heads and other sectors in the district, and students from the district boarding school), national television station (Dak Lak centre), Dak Lak provincial TV, other central and local mass media.

Gong playing band, the meritorious artist Y Moan and other singers and dance groups, Mr. Vo Van Tam- Chairman of Buon Don District People's Committee made the opening speech in honour of the ceremony. The programme was followed by the directive speeches from Dr. Nguyen Huy Nga-Director of Vietnam Administration of Preventive Medicine & Environmental Health and Ms. Mai Hoa-Niek Dam - Deputy Chairman of Dak Lak provincial people's committee, from Dr. Nicole Michelle Smith-WHO office in Vietnam o­n the meaning and purposes of the World Malaria Day, from Dr. Trieu Nguyen Trung-Director of IMPE Quy Nhon o­n launching the propagating ceremony o­n the World Malaria Day, from Dr. Nguyen Phi Tien-Director of Dak Lak Provincial Health Department o­n launching malaria control campaign, from representatives of the Military Health Department responding the World Malaria Day and specifying the important roles of civil-army coordination in malaria control. Finally, the representative of Buon Don District Health Centre (DHC), o­n behalf of DHCs in Dak Lak province, made the commitment o­n carrying out effectively malaria control activities at locality.

The second but most important part of the ceremony was the march which started from Buon Don district and finished in Buon Ma Thuot city. Participating the march were of the following order: two guiding police cars, two leading elephants
(with propagandizing banners sticking two sides of the howdah), followed by a Gong playing band, boarding ethnic school students, district people's committee and health care staff representatives of Buon Don district (in ethnic traditional dress), and a train of about 30 cars (with propagandizing banners sticking o­n two sides). At the end of the march in Buon Don district, the propaganda cars led by police took a parade in some main streets to Ban Me Thuot city and ended up at the Provincial Health Department Office.

Up to now malaria is still a threat to human life. The World Health Organisation (WHO) takes the 25th April annually as The World Malaria Day with the aims of warning countries of the worsening problems in malaria control, at the same time raising awareness and understanding of malaria and mobilising communities into malaria control activities in the malaria-endemic areas. In our country, due to the effectiveness of malaria control programme, the nationwide incidence of malaria has tended to decline drastically, but the risk of malaria is still high in the coastal and highlands provinces of Central Vietnam, with the morbidity rate of nearly 50%, the mortality rate of over 80% compared with the whole country and endemic outbreaks happening at anytime; the malaria control activities face a lot of difficulties due to the uncontrollable management of the malaria cases from mobilised communities o­n plantations, those spending the night in mountain fields, and those crossing the borders. The malaria situation in Dak Lak province and the Central Vietnam is rather complex with unstable malaria control results.
This is because of the ability of the grass-roots health network (district, communal, village levels), not being able to detect early and treat promptly malaria patients, together with the people without any self-protection measures upon entering malaria-endemic areas. That Buon Don district (a highly-endemic area of malaria) was chosen as the focus of the World Malaria Day Campaign has not been o­nly the significance of technical aspect but also political o­ne as mobilizing all West Highlands communities to actively respond to the malaria control campaign. The message o­n the second World Malaria Day 2009 launched from the ceremony in Dak Lak Province in particular and the Central Vietnam in general included:

1.  Rolling back malaria in highly-endemic areas and developing sustainable factors to prevent the return of malaria, coming to eliminate malaria following the targets of the World Health Organization (WHO);

2.   Achieving the targets of malaria entrusted by the Ministry of Health in terms of reducing malaria morbidity and mortality, and no malaria epidemic at the locality;

3.  Exceeding both qualitative and quantitative norms of protection by insecticides, ensuring malaria drugs to be freely allocated to people in malaria-endemic areas;

4.  Improving the effectiveness of technical malaria control measures at the malarious areas in order to timely prevent the risk of malaria outbreak from occurring;

5.   Actively implementing health education and communication, and socialization for malaria control, improving the knowledge, attitude and practice o­n malaria control for the community.

The launching ceremony was held in West Highlands area - a hot spot of malaria and a sensitive place of politics, so its success resulted from
various factors, such as the concerns and guiding help from the Ministry of Health, the Provincial Party Committee, the People's Committee of Dak Lak province, the District Party Committee, the People's Committee of Buon Don district, especially Ms. Mai Hoa-Niek Dam - Deputy Chairman of Dak Lak Provincial People's Committee; the participation of the sectors and bodies in Dak Lak province, especially the provincial security forces; the close coordination of Buon Don District Health Centre, Dak Lak Provincial Malaria Centre, Dak Lak Provincial Health Department and IMPE Quy Nhon and the respond of people' organization and local health centres.

The launching ceremony o­n propagating "World Malaria Day 25 April" in Dak Lak province achieved great success. The messages sent from this ceremony will help to bring about positive changes in malaria control activities in Dak Lak province and other provinces of Central Vietnam, then malaria is not a
great threat to human health; at the same time the ceremony has left deep impressions o­n domestic and foreign representatives of the eco-tourist site of Buon Don district and the people's hospitality in this place.
