Training module on communicable disease detection, prevention and control in emergency settings in Central Vietnam
Implemeting the plan of the long-term epidemiology training programme 2010, on 25-30 October 2010, the Department of Preventive Medicine (MoH) in collaboration with the Vietnam's Field Epidemiology Training Program (FETP) have held "Training course on Communicable disease detection, prevention and control in emergency settings" for FETP fellows and external participants responsible for emergency response at provincial level in Central Vietnam at Hoang Yen Hotel, Quy Nhon City. Participants to the training module incuded experts of the Department of Preventive Medicine (MoH) and the World Health Organization (WHO) and trainees from the institutes in preventive medicine system and in Central Vietnam. Dr. Trieu Nguyen Trung-Director of the Institue of Malariology, Parasitology and Entomology Quy Nhon (IMPE Quy Nhon) was also invited to attend and give opening speech at the course. At present, under the impacts of climate change, the human society is facing an increase in the frequency and intensy of some extreme weather events such as typhoons, floods, drought and landslides, ect. Vietnam is one of the countries severely affected by natural disasters, particularly the recent Flood has caused panic consequences to the provinces of Nghe An, Ha Tinh and Quang Binh with heavy losses of human and materials. Emergencies during natural disasters, tend to be complicated by collapsing health services, breakdown of routine surveilance and disease control programs, interrupted supplies and logistics, and poor coordination across the multiple agencies. Under these conditions, the incidence of communicable diseases can rise rapidly resulting in outbreaks with high morbidity and mortality. This module will therefore focus on the FETP competencies required for effective and coordinated actions to detect, prevent, and control communicable diseases in emergency settings, contributing in raising the effectiveness of monitoring and managing system of public health problems at all levels and building a preventive medicine network able to respond rapidly to the threats of public health problems.
National and international experts training at the Vietnam's FETP Module on communicable disease detection, prevention and control in emergency settings. | With the above viewpoint, implementing the Field Epidemiology Training Program (FETP) approved by MoH, the Department of Preventive Medicine (MoH) in collaboration with the Program Management held the training module on response to emergency settings with five objectives:
(i) Describe how to manage and coordinate responses to communicable diseases threats across multiple sectors and agencies. (ii) Conduct rapid assessments (including risk assessments) relevant for preventing and controlling communicable diseases. (iii) Establish early warning systems to identify threats of disease outbreaks and of environmental risk factors, and to monitor resources required to ensure an effective response. (iv) Describe critical measures to prevent outbreaks and to respond rapidly to alerts of communicable disease threats. (v) Develop and implement a monitoring and evaluating framework and plan for emergency response. | Trainers and trainees participating in the course. | Through this course, the course management expects to receive the experience sharing and constructive suggestion of trainers and trainees on training programme, and to update helpful information in emergency management in Vietnam, contributing in minimizing consequences of nature and preventing the development of epidemics after environmental disasters.
